ALL post_category =0, NO post2cat!!!

Can ANYBODY offer a solution. I just installed WP this past week for the first time, new to this. I need to create an article list on a static page from a specific category.

I cant create such a filter because in my database, all the categories have a value of 0. There use to be something called post2cat? well what am I to do now? I uninstalled and reinstalled the WP db, no plugins, original WP theme; and I still see all 0’s for my cats, and there is no post2cat.

How can I make this happen. I’ve been search and asking fo r 2 days. I’ve reached my limit on the frustration scales, so to your help is welcomed is an understatement.
