1.10 introduces login page error undefined function get_editable_roles

Love this plugin and have sent donations over the past year as I use it on every WP install I do for clients/friends. Thanks for such a great simple plugin that does exactly what I want – no more, no less – it’s been perfect!
But as of 1.10 I’ve been encountering this problem (replace the word “example” below with actual site name):
After the plugin installs successfully everything seems fine, except when I log out and then go to http://www.example.com/wp-login.php it displays this error:
Fatal error: Call to undefined function get_editable_roles() in /home/example/public_html/example.com/wp-content/plugins/underconstruction/underConstruction.php on line 135
The stranger thing is that it has me logged in if I go straight to the domain http://www.example.com/ after that, but going http://www.example.com/wp-login.php will still give that error every time (no matter what user tries to log in).
Server environment:
cPanel 11.38.x (Release)
RedHat Enterprise Linux 5 64 bit
Apache 2.2.24
PHP 5.3.25
MySQL 5.5.31-cll
PHP safe mode DISABLED
PHP register globals DISABLED
mod_rewrite ENABLED1.9 works fine, this only started happening with 1.10
