You wouldn’t need WooCommerce for this. Just using Paypal can achieve this.

Which method would you recommend to accomplish this? Does it use a plug in? I am unable to write custom code with the PayPal API.

The solution must integrate paypal pro, work with word press, and will not require me to write custom code.

Yes Paypal does everything for you. And to be honest you don’t even need code because as you said, your client needs to “email” out the invoice to collect the money. So in Paypal, there is already an option to send out an email to request money.

Or if you want to put this form on your site, that can be done as well. In Paypal there is a form generator/button generator that does exactly this. Another words, the code is already generated for you. You just have to paste it in your site where you want that to display.

I don’t see a form generator. Where specifically is this located?

Please do a search in Paypal website for this. Or Google it. There are lots of documentations on the web about this.
