Add a capabilities

Hi,

I’ve created a new user I call gift creator, I been able to assign capabilities I wanted too with one exception. The most important capability is to access the plugin Gift Cert Lite. This pluggin shows in the main menu but not in capabilities.. Please how do i add this?
