Fix for Cache Control policy "cache without proxy"

Hi,

When you set the Cache Control policy to “cache without proxy (private, must-revalidate)” it sets the Cache Control policy to “public, must-revalidate”.

I tested this with version 0.9.2.11 of the plugin.
