Download a new copy of the theme to your local computer – and replace that file using FTP (or another file manager your host uses).
BTW, modifying theme files is a bad idea (that’s why you should be using a Child Theme 🙂 ) – as is, all your changes will be overwritten when the theme is updated.
I think I’m doing this wrong since I’m not sure what FTP is. I switched my theme to Twenty Ten and my sidebar is there. Then I just re-installed Delicacy on my theme manager page and it’s still missing. Am I installing it wrong?

FTP is a way to access files on a server. But you may be able to just replace the code in that file with the original code. Download a NEW copy of the theme to your computer – open it and find the sidebar.php file – copy that code into the file on your site.
BUT before you do that, are you using the most current version of Delicacy – it looks like the most recent update changed a lot.
