Blog not displaying header image or main menu

Have reinstalled the themes directory. Have checked what I have believed to be all the switched in the system that normally sets up the header in your selected theme.

Have tried changing themes. And back again.

Went away for a two week event. And what you see is what I got when I came back. Dont know why for the life of me why it is not displaying corecctly?
