Fixed VAT on Shipping

Hi,

I am working for French based company that sells books and cds.
The Tax in France is different for books and cds (5.5% and 19.6%), so I have 2 tax rate and it works fine.
However the taxe rate for shipping must be fixed at 19.6%, which is a problem if the user only order a book with tax rate 5.5% because it would make the delivery tax to 5.5% too.
My question is: is there a way to apply a fixed tax rate for shipping?
Also the shipping price must be displayed without tax and then the tax amount (seperated). It is not possible to just add shipping amount including the tax, I need to display the breakdown.
