Weirdness in WordPress New Manual Install

I just did a manual install and whenever I go to search for plugins, the dashboard changes as if it doesn’t have a CSS to refer to (I have a screen shot if someone wants to see).

When I click to install a plugin, I get a big, red WARNING that the link’s not safe.

Now, this could be that the GoDaddy DNS hasn’t fully resolved yet, I don’t know, GD does some pretty weird things and take forever to fully resolve. Can anyone help? It’s in the dashboard of a client’s new site, so I can’t really provide a link to view it.
