Unverified Users Access

Good question. I believe the menu is tied to a specific permission, “promote_users”, you need to edit the Editor role to have this additional permission. I believe the following plugin, User Role Editor, should allow you add that capability to the Editor role, or even to a specific user if you have multiple Editors but only want one specific one to have this ability.
