Is this the right plug in for my purpose?

I am sorry if this post is somewhat irrelevant, but I am new to I need some help. I am looking for a plug in that would generate shortcode out of a php or javascript to use in a theme template. The shorcode should be able to turn on or off from the plug in setting. Can this plug in perform this function?
