The 1.4.15 update inadverdantly overwrite .htaccess rules without reading or not being able to read them properly. The rules written by WordPress SEO overwrote a portion of the W3 Total Cache rules thus making things not play nice. Solution… fix .htaccess rules and access and css display once more.

Can you give any more details about what you changed in your htaccess file?

I basically cleared the W3 Total Cache content and left the wordpress htaccess rules as they were unaffected. This allowed me to access the admin interface. Then I added the htaccess rules for W3 Total Cache again. If you know what your htaccess rules should be you could just repair them in one step and access should work if you experienced a partial override of the htaccess rules.

Thanks for the details. It turns out this was not my problem but it is really handy to know for future!
