In the PhotoBlog skin titles and descriptions for each image are shown underneath the image. Is there any way to change this so that the title displays in the image space on mouseover (e.g. currently where the zoom image is shown)?

No, there is no way to do that. You can see all options available for skin by clicking options link near the PhotoBlog skin on Skins page
