Database Upgrade Required even though it’s updated

I saw one thread on this issue, but no resolution.
Early yesterday my dashboard went blank save for one line saying an upgrade was needed. I upgraded to 2.3. Now the dashboard has a more elaborate message saying –
Database Upgrade Required
Your WordPress database is out-of-date, and must be upgraded before you can continue.
The upgrade process may take a while, so please be patient.
Upgrade WordPress »The “Upgrade WordPress” link goes to either a blank page (Explorer) or it opens an empty upgrade.php file (Mozilla).
Can anyone confirm whether this is a WordPress-related issue, or maybe something to do with my server? I do not have access to the server and have to work through an IT department.
Additionally –
– I tried reinstalling the old WordPress version, which then repeated the one-line warning. I upgraded again, only to return to the more elaborate warning
– I deleted most all WP files on the server, then replaced them. Nothing.
– I deleted the plugins (since no dashboard, I could never disable them). Nothing.
