   I've just upgraded mine to 2.3, however after the upgrade, I've seen the errors reported here, and my Japanese entries got garbled although it shows correctly on phpmyadmin.

   So I deleted the files from my server and deleted tables from database then imported the saved data.

   Next I downloaded 2.2.3 and followed the upgrade process, however, I still am having garbled character problems.

   What could be the possible problem?

   If you upgraded from a version before 2.2 then you might need to add these lines to your wp-config.php file:
   

   define('DB_CHARSET', 'utf8');
   define('DB_COLLATE', '');

   See Editing wp-config.php for more info.
