Add Media (Won't Work)

I can’t seem to be able to add media (pdf’s, pictures, docs). In the WP-Content folder I notice that on another site I run that uploads are stored in the “uploads”, but on a new install I notice that there is no “uploads” folder is in the WP-Content folder.

I tried to create an “uploads” folder via FTP (I think I don’t have permission from my administrator) but I do have full rights if I FTP into the server (long story that I am trying to work out with my IT admin). Creating this folder did not seem to work to add media. I was able however able to add plugins and themes trough this FTP method.

Any suggestions? Does the “uploads” folder need to be created through wordpress or will a folder named “uploads” be enough to store media? Do other folders need to be created to media?
