Could you try to deactivate all other plugins, one at a time, in order to see if one of them conflicts with Jetpack?
If that doesn’t help, could you switch to a different theme for a few minutes, and see if that helps?

It seems to be working now even everything is the same as before. Is it possible there was a back end service issue, like mail server was not able to handle requests properly … anyway whatever was the case it seems to be fine now.
But there is another thing … It is not sending email to the account for which I already subscribed but did not confirm the subscription. Here is the scenario … lets say I subscribed for email delivery, then changed my mind and deleted the email asking for confirmation. Then after I decided to subscribe again and now I am not receiving confirmation email ….
Is this expected behavior ?

That’s indeed the expected behaviour.
You can confirm and manage all your subscriptions on this page:

But the point is that it is not sending an email to conform.
How I can confirm if the service is not sending me an email. Moreover there is another strange behavior. If I try to subscribe twice it is telling me that email is sent. It is very misleading or it should actually send an email or just tell me that I am already subscribed.
That can be confusing indeed. While you can always confirm your subscription by finding the original email, or going to http://subscribe.wordpress.com/ , the subscription widget should inform you that you’ve already tried to subscribe once. We’ll work on a fix!
