This is dealing with the Forums overall. When I go to other Forums there is a button start a new thread. However, there isn’t one when I go to the review Forum.

Anyone have any ideas?

there is no general ‘review’ – these are started from the respective theme or plugin sections;

examples:
to add a review to the theme Twenty Twelve, goto: http://wordpress.org/support/view/theme-reviews/twentytwelve
to add a review to the plugin wp-pagenavi, goto: http://wordpress.org/support/view/plugin-reviews/wp-pagenavi
