We plan to add extra languages in the nearest future. Unfortunately I can’t come up with the ETA at the time.
Considering there is language pack http://community.elgg.org/plugins/385088/1.6.3/czech-language-pack-cesky-preklad , it’s not gonna be soon

Hey tomaskern,
I doublechecked – there may be a a slight problem with Czech translation.
See, for translation(localization) we use Elgg language packs
( http://community.elgg.org/plugins/search?f%5Bc%5D%5B%5D=languages&sb=Search )
And the Czech translation there is pretty outdated (version 1.1 ,and we need at least 1.8 )
Well, it’s not the end of the story =)
Firstly, sometimes the Elgg language packs could be found on a national Elgg-supporting websites. So if you can find a translation there (we can’t do it – lack of language) – please let us know – we gladly install it for you.
Secondly, someday somebody will make fresher Czech translation and uploads it. When it happens – again, let us know.

Well, long story short – you’ve got it =)
We actually installed bunch of languages, and I also fixed and installed the Czech translation.
It is not very good (see above – pretty outdated), so if you find better one – let us know 😉
