Need advice on the best way to approach

I’m currently running the woocommerce with the Maya theme. Everything works great and not problems so far. My dilemma is how to work with the cart.
I have a wholesale business that sells fabric by the yard. Before most clients purchase they request a sample that we send at no charge. My dilemma is how to have the cart handle both methods. I have tried to set up the wishlist to act as the sample generator but I haven’t found a way to generate an order from this plugin. If I have to choose which is more important I could deal with a workaround and just set up the cart to handle samples requests. This creates another problem as I need to disable the subtotals and totals so that it doesn’t charge the “per yard” price as a total when several items are selected.
Basically, I need the ability to have a wholesale catalog that will allow clients to request samples (with pricing showing) and generate a sample request just like an order without pricing totals, shipping,
and payment options offered.
Any suggestions would be appreciated!!
