Force PUBLISH metabox to the bottom of Add Post page.

Hello, I manage a site that encourages users to register and create posts themselves.

They get so far as opening the Add Post page, and complete all the pretty required fields, and then blow up because low and behold, there is no PUBLISH button at the end of the page. Virtually nobody is working out that it’s at the top, and those that have are very upset at the non-logic of having the publish button at the beginning of the form instead of at the end!

Is it possible to force the Publish Metabox to be the LAST metabox for all users. Its not practical to move it there for every user individually. Even if its possible just to have it there by default for new users!
