I am building in a way to empty the quarantine in my next release but for now you can find them here:
    /wp-content/uploads/quarantine/

Make sure you have a backup before completely delete them (the whole reason I put them in there in the first place is so that you would have a backup of the original files).

I seem to be regularly getting a number of read/write errors. What are the implications of this and is there something I should do about it?

Those read/write errors are somewhat problematic. They may not be able to be read because the permissions are not right or because your server does not allocate enough memory to the PHP process to open and compare the file contents.

It may be even more important that these files be examined because it is common for hackers to try and make their scripts hard to read.

Feel free to send me any files you find like this and I will check them.

    Aloha, Eli
