Do you have a pre-upgrade database backup?

Are you sure that you are connecting to the correct database in your wp-config.php file?

No – you need to actually check the wp-config.php file.

i made back-up only in mysql so not with XML file
No – by the looks of your site, you tried to re-install WordPress using another database. Having said that, the site is completely broken with absolutely no CSS or theme.

@esme : wij use new config.php WP 3.5.1. and so we have new name database username etc.
I made back-up in mysql before i upgrade WP 3.5.1 then I upgrade I see only blank screen when I inlog. Then wij delete the database and I see Error establishing a database connection then i mail the hosting to put back the database and also back-up when i made before upgrade WP 3.5.1.
Then wij got new username database etc.
