Have you tried:
– deactivating all plugins to see if this resolves the problem. If this works, re-activate the plugins one by one until you find the problematic plugin(s).
– switching to the default theme to rule out any theme-specific problems.
– resetting the plugins folder by FTP or PhpMyAdmin. Sometimes, an apparently inactive plugin can still cause problems.
How do I deactivate the plugins? Can I reactivate if I deactivate them?
I wouldn’t thing that the theme is the issue since it hasn’t presented a problem in the past, but maybe it’s because I’m using an outdated version?

Rename the /wp-content/plugins/ folder to /wp-content/plugins-old/
That disables all. If wp works you can add them back one at a time until the bad one shows up.
I’ve had this same problem today also. It has affected my posts and page creation. I have done the plug in deactivating suggested, to no avail. I have changed to the default theme with no plug ins and still no “visual bar.” I’m not even getting the icons of options available in the HTML mode. All that is displayed is the icon for “add media.” This issue is occurring today on multiple sites I run with different themes and plug ins.

As per the Forum Welcome, please post your own topic. Posting in an existing topic prevents us from being able to track issues by topic. Added to which, your problem – despite any similarity in symptoms – is likely to be completely different.
Thank you so much, I have been out of town so I just saw this response. I will try disabling and going one by one and see if I can find what the problem is.
