Post Publishing Control

I’m looking for a way to control/manage the publishing of posts by limiting them to once or twice a month per author yet still allow the authors to write and schedule for future months.
My need is to allow the author to select the month they wish their post to be published with a post edit meta box or a publish month drop down. Days and times would not be select-able to the author – just the month.
All posts written for the given month would be published on the 1st automatically by the system.

Has anyone done something similar to this or know of a plugin that has this capability? Any help or input would be great.
