I deactivated and activated all the plugins again and then reinstalled wordpress. Magically the toolbars showed up again.
This morning I woke up to this not working again! TOOLBAR IS GONE!

We’re going to need more information then that in order to give good advice. You are referring to the Visual Editor right?
Have you reviewed the 3.5 Master List to see if any of that applies to your installation?

Believe what you like: when I visited your site my anti-virus blocked access completely on my PC. That’s what prompted me to scan your site with Sucuri Sitecheck
The site that I checked with has a very good reputation.
I have the same problem with my website. The toolbar is missing with only the Media upload tab which isn’t working. I can’t toggle between visual and text. http://easelnotes.com

I have deactivated all plugins and refreshed and still have no toolbar. Reinstalled wordpress once and still no toolbar. Reinstalled it again and the toolbar appeared. I did that backwards. I am going to add the plugins I need one by one and see what happens.

It’s a lot of work but your WordPress installation and web server need to be deloused.
Those links I posted above can really help you get a handle on it but just adding, deactivating, reactivating plugins will not solve this for you.
You really need to follow those links and perform those steps. Sadly there is no quick or easy way to do it and it is a lot of work.
