    What if you try this code:
    <marquee behavior="scroll" scrollamount="3" direction="left">This site is for deliveries only. If you would like to collect then please phone 01278 453033.</marquee>

    If it works, try to add not all of your styling at one time.

    If it doesent work, consider that it might be how the non standard marquee works (or doesent work) in your browser.

    You could consider using JQuery with this JQ plugin:
