Header Links Not Working in Google Chrome Unless I'm Logged into the Dashboard

    I’m at a bit of a loss. The links in the header (the news ticker, social icons, and main nav menu) display and respond correctly in every browser except Google Chrome. Actually, they will display and respond correctly in Google Chrome as well, but only when I am logged into the site dashboard. Otherwise, completely unresponsive in Chrome.

    So far, I have tried removing my inactive plugins.
