Yes but your host likely doesn't have the proper MySQL extensions configured for PHP.
Talk to them.
Note: if you are using GoDaddy, change to a PHP type account.

How to upgrade your existing hosting plan with GoDaddy.
1. Login to your account at www.godaddy.com
2. Hover over Hosting & Servers, click on My Hosting Account
3. Click on your domain name under the Hosting Account column
4. On the right, click on Upgrade/Downgrade Hosting Plan
5. Select the new plan. A plan with PHP is preferable, but a Deluxe Windows with CGI-b will also work.

I Have The same Problem.
I am trying to host my own Site Localy.
I have Setup in this order: PHP5, MySQL5 and Apache Http Server 2.2.4 on Windows XP Pro.
I know it is probably something i have done wrong. I have followed instructions and seam to be having problems accessing MySQL. I can access Mysql through MsDos but cant link anything to a database.
I can run some PHP and Access Apache but nothing seams to work with MySql.
