How to remove blank padding below product list?

I previously asked this same question as part of another thread so it probably was missed. I’d greatly appreciate any suggestions how to prevent. Here’s the problem:

I have successfully changed the number of products per page by adding code to the Theme functions php. However, regardless of whether or not I change the number per page there is extraneous “blank padding” below the product list and the individual product page, see here:
