good versions of php and wp.. I think its a problem with some site files, because /wp-admin/plugins.php must be admin page, not 404 error page of the site… Check your wp-admin files, dowload 3.4.2 version of WP and rewrite wp-admin folder, i think plugins.php missed or some requred files missed

if you have site 404 error in admin plugins.php it seems that something wrong with your WP, because admin errors in WP are admin errors and template errors are 404 errors.
I had the same issue. Mod_Security rule 950006 was catching the ls- in the url call for the file names and was thinking it was a filter command injection. We added a temporary exception to it, and then activated the plugin and it worked.
