activating the main theme for all sites

Hi,

I think that I read all of the posts about the themes in multisite to solve the issue but I couldn’t find the answer. So, please help me to figure it out.

wordpress multisite is up n run. the main site is working with a theme and its theme is activated for network already in the network admin panel. a fresh installation on new site has been done successfully but the problem is:

There is no theme in the new site theme panel and also the main theme which is active for network did not apply on the new site.

I’ve checked for disabling the network them and activate it for new site only but it didnt work as well!
