If I install the 2.1.3 over a 2.1.2 installation, do I need to run the upgrade.php script?

In theory, since the database did not change from 2.1.2 to 2.1.3, you would not need to run the upgrade.php.
With that said, it never hurts to run upgrade.php.
The 2.1.3 and 2.0.10 announcement briefly describes what's in the new releases.
