I read a page describing a way to view stats by country? I can’t find how to get to this data from my dashboard. Ideas?

Stats by Country are currently not available in your WordPress dashboard.

You will have to check your stats through WordPress.com home page to access this module:
http://wordpress.com/#!/my-stats/
