display media items uploaded by user AND admin

    Site administrators (defined by the capabilities indicated in Roles > Options > Advanced > Administrator Definition) will see all uploads unless you have removed some of the normal “_files” capabilities from the Administrator role.

    For non-Administrators, take a look at Roles > Options > Media Library.
