Excerpt not showing up for some users

I have changed some users who need to use the excerpt feature to admins, but the excerpt feature is not showing up (along with custom fields, comments, revision, etc). I looked in the writing options, but cannot find any advanced options. What do I need to do to make sure I can designate who sees the excerpt field when writing and editing posts?
