'& # 3 8 ;' in title property of hyperlink causes validation error (1 post)

    wordpress encodes & as '& # 3 8 ;' (without spaces) in the title property of hyperlinks.

    this is making my pages not validate.

    have i set something up wrong or is this a bug?
