The authors plugin is russian and support is in russian. Unless wordpress.org will automatically publish posts for a select plugin in the language forums the plugin is supported in, and the author will be able to see it there, you will continue to experience such posts.

If you want to get russian support, you can write to ukraya.ru.
Perhaps contact-us form creates the post, and any post published on the wall vkontakte.
You need to make sure that
- all posts created through the form published in a specific category, and then
- add this category to the exceptions in the plugin settings.
Or, you can disable auto-publishing and to create a post to put a tick in the box “Post VKontakte”.
