Right now Wordpress has a "Discussion" box, and "Allow Comments" is checked and can be unchecked if desired. There should be an "Allow Facebook Comments" (or simply have it linked to the first). And when unchecked, this will disable FB comments for that page/post only. Every other plugin has this on/off feature per page/post (ie. Add This, Jetpack Sharing, custom SEO options, etc.). Why FB doesn't is beyond me.
