&#60;p&#62;You can subscribe them all to new categories or old excluded categories in the Bulk Management section of Tools-&#38;gt;Subscribe2.&#60;/p&#62;
&#60;p&#62;The only ways to change them all to HTML are to individually edit the settings for each users (access from the same page above) or directly amend the database fields.

But, if you mean to send older posts in categories that were previously excluded to your subscribers, then sorry, that's beyond my ken :-) Perhaps someone else can help you ...
