I tried doing this:

[plugins_list format='
#Title#
']

But it keeps omitting the rel attribute.

http://wordpress.org/extend/plugins/plugins-list/

It seems to be caused by shortcode_atts()

But, I'm running WordPress 2.8.4 and apparently this bug was fixed in 2.5

The options that you have specified in the document, like using the plugin as an ordered list, or as a table, should be presented as a settings page in Admin panel, where in user can set the type of list/table, and then just needs to tick/select the required fields for display.

Further the user will have just to insert the code say [plugin list] into any of his posts or pages, which will show what's selected.
