I was disabling NextGen style sheets after installing Elegant Grunge theme as they were interfering with the Elegant Grunge theme's image frames. Disabling these style sheets caused thumbnail wrapping to fail. Installed latest NextGen gallery and lightbox2 on latest WP build. My thumbnails were wrapping as expected. Then I installed elegant-grunge theme. The wrapping was gone and all the thumbnails appeared in a single row. I tried switching back to the default WP theme, but now it looks like thumbnail wrapping is broken.
