Maybe. If the plugin stores its information as user meta data, you can probably use the Custom Meta Filter functionality to create your own integration. Other plugins will be considered on a case by case basis and adding integrations tends to be a very low priority.
No. Email Users does not have any "queueing" capability nor is it planned. Email Users utilizes WordPress' wp_mail() API for sending email. It is technically possible to develop a plugin that hooks into wp_mail() using wp_cron() that would implement queueing but that is beyond the scope of Email Users.
Unfortunately there is no way to know for sure. Email Users has a "debug" mode which will allow you to see the composition of the email headers. Examining this data will allow you to confirm the expected addresses are indeed in the headers. What happens to the actual email once it is sent using wp_mail() is out of Email Users control and there is no way using WordPress to verify the email was sent and received.
