Check Tags Descr lists all tags that don’t have description. You can add a description to these tags all in one page.
Installation
- Upload
plugin-name.phpto the/wp-content/plugins/directory - Activate the plugin through the ‘Plugins’ menu in WordPress

This is the only plugin that I could find for quick editing tag descriptions.
Simple and exactly what I wanted.
