    Example of already built plugin to manage images. In my opinion the WordPress guys should stick to the framework, but make it easy to incorporate these tools.

    you mean, like this? :D

    A bit of support would be required in the WP core though... for instance, I don't like altering the database from a plugin (a field is needed to store the page on which the comment was entered), and I also don't like the idea of allowing anything else than select, insert, update, delete to a web app.

    ANIga is another plugin example for galleries. It doesn't have any tag support, but it does integrate with WordPress pages and comments rather seamlessly. The only problem is that the plugin author doesn't seem to have a lot of time/will to devote to maintaining it. It took several months before he posted a simple fix for WP 2.1 and that has been the only update so far this year.

    If you really want to use a gallery or enhanced image functions, plugins seem to do the job just fine.
