Uniform get_the_category_list/get_the_tag_list

    Actually, differently from get_the_category_list, the function get_the_tag_list must be used inside 'The Loop'.
    It's the same for similar functions. Can you uniform the function, allowing us to use them also outside 'The Loop'? Thanks
