We have tested this Pingpack idea on one of our Blogs and got many Spam Comments on it. We then put the Pingpacks to nofollow and this helped a lot to resolve the issue of Spaming.

Very Interesting Idea but it would defiantly get abused and there is enough spamming going on already
Did the homepage Ping facility ever get sorted Matt or is it still just rather annoyingly scrapping all the homepage pings.
It's still a plugin.
So i'm guessing the major problem with this is spamming, i am constantly getting spammy comments that have no relevancy to any of my posts left of a daily basis, very very annoying !!!
There is actually only little one can do when it comes to spammy comments. I think incorporating facebook-like and twitter buttons on your site would be better because you tend to increase your social media reach by doing that.
It is abusing and I tried on my blog and get spammed
Constructeur you can see this in Google Webmaster tools.
Remember pingbacks if shown to your users are a link and with default WordPress the link is nofollow which deletes the link benefit associated with the link.
This means if your site has a lot of pingbacks it's deleting a LOT of your sites link benefit with no benefit to you.
Basically pingbacks are going to damage your SERPs long term because they add nofollow links to your site!

A core plugin with option to turn on and off would be a great idea
