This does sound like a plugin to me. A useful one, but a plugin nonetheless.
There's all kinds of things people can do to penetrate a site. I think this would give people a false sense of security.
While it is true that it might give people a false sense of security, it could cover known issues and help compel people to upgrade. Any psychological impetus for them to upgrade for mandatory security upgrades would be a good idea, as well as help them justify such upgrades.
I think this might be a good idea, but not a good way to face it; we all know WordPress has lots of security issues, just knowing about them it's useless if these kinds of things aren't taken as a fundamental development goal... we shouldn't live expecting warnings and patches, but instead preventing exploits and creating better security practices
