Plugin Upgrade Protection

    Sometimes a blog administrator will change some code in a plugin to achieve a particular function, or fix some bugs before a new version is released.

    We should be able to mark a particular plugin as "Do not Auto Upgrade", to prevent loss of those changes.

    It could indicate that a new version is available, but should advise the user that the plugin is under protection and should be reviewed before it is upgraded.
