New user role - Comment Moderator - between Author and Editor

As more and more forum and other tools are appearing for WP (including bbPress, BuddyPress and so on), plus more and more things like facebook and twitter integration with on-facebook comments and tweets being pulled in as reader comments to blog posts, there is a need for an additional comment moderator role that is higher than an author, but does not have the full capabilities of an editor (i.e. cannot moderate posts and pages, only comments).

Part of the problem stems from the social networking side - people commenting on facebook (for example) use language and comment styles they would never use on a private website - they treat facebook commenting like the school playground, and tend to consider what they're saying a bit more carefully on other websites.

I see it as a problem that'll accelerate over the years, and therefore the additional comment moderator role is needed sooner rather than later.
